The Geospatial Imaging and Informatics Facility (GIIF) is a new interdisciplinary core facility for advanced geospatial informatics technologies in the College of Natural Resources at UC Berkeley. The Facility will support research activities of those interested in geospatial analysis, landscape ecology, and visualization technology. The facility will be available to all CNR departments, non-CNR Departments and scientists throughout California. The GIIF will be the primary training facility on the Berkeley campus for students who are interested in the application of geospatial technology to a wide range of natural resource issues. The GIIF will offer a variety of training options from workshops to short courses, as well as use of specialized geospatial equipment and computers for various research projects.

Functional Description:
A proven professional, the GIS Analyst is competent to work on complex projects and applies an in-depth knowledge of technical and spatial analysis concepts, practices and procedures. The incumbent regularly works under deadlines and is capable of handling extreme workloads. The GIS Analyst acts independently, operating with only general direction; errors at this level may cause significant disruption or major cost. Incumbents regularly provide guidance to and assist in training less experienced GIS technicians, and end users. Provides functional and technical expertise to formulate geographic information system scope, objectives, and geodatabases; devises or modifies procedures to solve problems using geographic information systems. Prepares detailed specifications from which geographic information systems are tested, debugged documented, and implemented. Assignments are in technical and local government functional areas.
REPRESENTATIVE PRINCIPAL DUTIES AND RESPONSIBILITIES:
Performs definition of user functional requirements by translating development and/or maintenance requirements into specifications; creates and implements geographic database designs. Creates advanced geospatial products for client and general public use.
Analyzes existing and new software for incorporation of desired geospatial functionality. Performs detailed reviews and analysis of user department needs, new equipment, new technology, and other factors and trends impacting existing and proposed geographic information systems. Facilitates the development and implementation of solutions that conform to client requirements.
Formulates recommendations on alternative approaches to realize desired functionalities and/or enhancements and desired levels of performance. Performs feasibility studies, life cycle analysis and/or cost/benefit studies.
Consults with hardware, communications and database experts and/or vendors to ensure viability of systems, software, and data.
Prepares GIS quality assurance test plans; conducts acceptance tests; confirms and presents results. Reviews vendor and other datasets for quality, accuracy, and conformity and incorporates approved datasets into the production environment.
Ensures that systems documentation is updated according to client and ACS’ standards. May assist in user training.
Maintains state-of-the-art knowledge and compiles information into recommendations/analyses.
Participates in presentations where application requires technical staff, and may conduct research for, or write portions of, technical proposals.
May be responsible for instructing, directing and monitoring the work of assigned technical personnel.
Education and Typical Years Experience:
A Bachelors degree in GIS or related technical field or equivalent work experience.
Minimum 3-5 years of progressively responsible related technical experience using GIS data, software and tools.
Special Requirements:
Ability to read, understand and work from plats, deeds, legal descriptions and drawings. Knowledge and experience using PLSS (Public Land Survey System). Skill in operation of computer hardware and Microsoft Office applications. Proficiency and experience with ESRI’s ArcGIS core software products and extensions, including COGO, ArcSDE, ArcIMS, and ArcGIS Server. Working knowledge and understanding of topology, surveying, GeoDatabases, SQL Server, and cartographic principals and practices. Must have excellent interpersonal and organizational skills, high energy level, sound judgment, logic, and problem solving skills.

Position Summary: This position is for a GIS Analyst, with systems and data expertise, to work with GIS Team to develop and implement an enterprise level/server based geographic information systems and technology for Citizens Property Insurance Corporation (CPIC). The position will be responsible for helping design, develop and maintain an enterprise geodatabase and for developing new GIS applications on an Argos Server platform as well as providing high level GIS analysis and services to internal customers.
Essential Functions:
• Development, testing and documentation of ArcGIS Server based GIS applications and services, such as web/intranet based mapping and geocoding services.
• Help model, develop, and maintain CPIC enterprise geodatabase.

Knowledge, Skills, and Abilities:

• Experience with and proficiency in any general-purpose programming language such as C/C++, C#.net, Java, Visual Basic, ASP.net, Python, etc. is required.

NorthTree Fire International is accepting applications for Mobile GIS Trailer Managers for the 2008 season. This is a call-when-needed position, with no guarantee of assignments or minimum term of employment. However, if we do have assignments, you will make good money.
Job Description
Successful applicants will staff Mobile GIS Mapping Trailers on wildfire incidents, natural disasters, and other emergencies. GIS-related tasks may include the design and production of map atlases, briefing maps, terrain analysis products, satellite imagery, and other GIS products as requested. Other general tasks include towing generators and trailers, ordering supplies, completing daily invoices, repairing computer hardware, solving network and satellite internet problems, and maintaining a cheerful and positive presence under non-negotiable deadlines.
Requirements
This job often requires deadline-driven-dead-reckoning across choppy GIS seas. A diverse background in all aspects of GIS/Cartography is required. Skills in latenight HP Plotter sweet-talking, an unflappable demeanor, and strong personal stress management skills will help you excel in this job. While a 4 year degree in resource management, geography, or forestry with coursework in GIS or Remote Sensing is preferred, 2 years of professional GIS experience are required, and production cartography or design experience is a big plus. Wildfire experience and current wildfire qualifications are desirable.
NOTE: THIS CAN BE A VERY DEMANDING JOB!

Availability

The Stroud Water Research Center (SWRC), the Cartographic Modeling Laboratory (CML) of the University of Pennsylvania (UPenn), and Avencia, Inc. together seek a Project Manager to assist in coordinating in the launch of the WikiWatershedTM Project. The Project Manager will be a member of the WikiWatershed oversight team, participating in “product” design meetings and setting project priorities. The Project Manager’s day-to-day management responsibilities include scheduling and tracking priority tasks, facilitating communication among project partners, and coordinating the formation and integration of the users’ advisory committees into the project. Additional responsibilities include locating appropriate data sets, curricular materials, and web tools to integrate into the project.
QUALIFICATIONS
Post-graduate education (Ph.D. preferred) and relevant experience in a field related to scientific environmental analysis (i.e. watershed science, freshwater ecology, ecosystem science, environmental chemistry, hydrology, soil science or other earth sciences, environmental planning) and/or education.
Demonstrated project management experience and ability and desire to work collaboratively with wide-ranging partners (e.g. software developers, scientists, citizens, educators and government officials).
Strong computer skills, with a strong preference for familiarity with: ESRI Geographic Information System (GIS) software; other geographic data models (i.e. Google Earth); relational database management systems (RDBMS); web authoring tools and other communications software (i.e. Adobe).
Understanding of the software development cycle.
Strong understanding of web technologies.
Demonstrated high level of organization, good judgment; and critical thinking.
Excellent written and verbal communication skills, including effective presentation of relevant outreach and educational materials to user groups.
The ability to work effectively in a fast-paced, rapidly evolving environment.
Possess high integrity with demonstrated ability to seek, meet and exceed expectations.
WikiWatershedTM Project Description
The Stroud Water Research Center (SWRC), Avencia, Inc., and the Cartographic Modeling Laboratory (CML) of the University of Pennsylvania (UPenn) are launching the WikiWatershedTM project, which will tap into new, robust internet models of geographic data-sharing and cyber-networking thereby empowering ordinary people to learn about their watersheds, monitor their water quality, and participate in managing their water resources. WikiWatershedTM will establish the infrastructure for an open cyber-community to share a variety of geotagged information and simulation models, and its web portal will seamlessly link content on widely used internet sites to water quality data within relational databases hosted at UPenn. As the term “Wiki” implies, the ultimate goal of WikiWatershedTM is to be a user-driven cyber-community in which citizens, teachers, students and others participate in the protection of freshwater resources.
THE Partner ORGANIZATIONS
The Stroud Water Research Center is a nonprofit, non-advocacy scientific and educational institution dedicated to understanding, preserving and restoring streams, rivers and their watersheds (www.stroudcenter.org <http://www.stroudcenter.org/> ). The science of the SWRC seeks to advance knowledge of stream and river ecosystems through research and provide solutions for water resource problems worldwide. Through education, the SWRC seeks to expand public awareness and appreciation of fresh water ecology and to provide the stewardship tools necessary to protect, preserve, and restore our streams and rivers as important natural resources.
The Center’s education programs seek to disseminate the findings of the Center’s own research projects as well as the latest findings regarding stream and river ecology produced by colleagues of the Center throughout the world.
Cartographic Modeling Laboratory, University of Pennsylvania specializes in spatial analysis using Geographic Information Systems (GIS) technology (http://cml.upenn.edu <http://cml.upenn.edu/> ). Projects feature mapping and other visual displays of data; web-based information systems; and, innovative analysis using administrative data. Using these tools, the CML conducts academic research, environmental, urban and social policy analysis.
Avencia, Inc. is a systems design and software development firm located in Philadelphia (http://www.avencia.com <http://www.avencia.com/> ). They specialize in web-based geographic analysis and modeling applications for government (local, state and federal), non-profit and academic clients. Position Summary
Under general supervision, performs planning, zoning, code enforcement and administrative-related work as required.
Essential Functions
Investigates complaints regarding Zoning Code infractions and confers with Planning Director regarding appropriate action. Prepares inspection activity reports; manages Zoning Code infraction cases. Provides information to citizens regarding requirements of the Zoning Code. Assists with Planning Commission and Zoning Board of Appeals case management, including property owner verification/notification, picture taking, proofreading, packet assembly, and case result notification. Develops and maintains computer spreadsheet logs for various permits and Department activities. Provides support to various Department programs, including Paint the Town and Community Housing Improvement Program (CHIP). Performs research and conducts surveys regarding zoning requirements within other jurisdictions; submits code revisions for consideration. Performs queries, edits, and analysis of ArcMap Geopgraphic Information Systems (GIS).
Must demonstrate effective communication and inter-personal skills when interacting with the public.
Other Functions
Performs basic filing and photocopying functions; operates a personal computer with a Microsoft Windows©-based operating system.
