Job Description
Title: GIS Administrator
The GIS Administrator administers the ESRI ArcGIS Server installation for the Midstream Business Unit.
RESPONSIBILITIES:
* Performs technical and administrative work developing and maintaining the software related to the Midstream “Production” ESRI Geographic Information System (GIS).
* Establishes protocols for system access and data storage, meets with users to get feedback on system performance and makes adjustments to the software to enhance its efficiency and effectiveness.
* Coordinates all administrative activities with the Information Technologies department.
* Provides GIS training and works with staff and vendors.
* Resolves problems and provides guidance to GIS consultants hired by the Company.
* Administers the Intranet map server application and develops other applications for it as needed.
* Makes adjustments to application software designed to improve system performance.
* Establishes protocols for accessing the GIS geodatabase and Intranet map server. Resolves related technical issues.
* Meets with end user departments to understand user needs. Evaluates the effectiveness and efficiency of the options available.
* Develops action plans and implements solutions as needed.
* Develops geographic queries and reports.
* Conducts Oracle database administration tasks including design, installation and maintenance within the GIS environment.
* Identifies and recommends strategies using the GIS system that could lead to increased efficiency or cost effectiveness.
* Establishes and monitors quality control standards for spatial and tabular data capture, storage and use.
* Converts spatial data to the form required by GIS using scanners and digitizers.
* Provides technical support for the third party application software. Works with vendors to get program problems resolved.
* Assists in the preparation of the technical scope for GIS-related RFP’s and assists in the evaluation of proposals from GIS consultants.
* Provides guidance to GIS consultants on technical project matters. Conducts quality control activities on GIS consultant deliverables and validates that consultant deliverables meet technical specifications.
* Assists with data creation and collection using the principles and practices of Global Positioning Systems (GPS).
REQUIREMENTS:
* Bachelor’s degree in computer science, spatial engineering, GIS, geography, engineering or a closely related field; and
* At least four years of experience in Oracle database administration in an ESRI ArcSDE or ArdGIS Server environment and in spatial website administration using ESRI products; OR
* An equivalent combination of education and experience
