GIS Coordinator | Hollidaysburg, PA

Nonprofit, public employer of roughly 550 located in Central PA

As our GIS coordinator, you will be the head of a department of two who develops and maintains the geographic information database to produce maps and related analyses in order to support land records, social and emergency response functions, planning and development, elections and voter registration, information technology, and various departments as needed.

Essential duties include create, design, improve, load, maintain, and update data system necessary to support County-specified GIS functions; document changes and additions to data and other work; maintain record of user requests and resolutions; develop potential sources of GIS income; supervise, train, evaluate work of GIS specialist I; monitor and evaluate administrative and operational procedures relevant to GIS; identify or recommend new policies and guidelines; research, evaluate, and recommend GIS hardware and software for system development and enhancement of computer systems and equipment; create maps, plots, data, and perform analysis as requested; respond to questions from wide variety of customers with varying levels of technical understanding; share knowledge, often via public speaking; stay apprised of regional, state, and technical information; operate database, software, and related technical equipment to maintain system; and perform systems maintenance and quality control.

Qualified candidates will possess a bachelor’s degree in computer science, geography, information technology, planning, or other directly related field AND 3 years’ GIS experience to demonstrate competence in using the complete suite of ESRI software products, particularly ArcGIS Desktop, ArcGIS Enterprise (Server), ArcGIS Online, ArcGIS Model Builder, and ArcGIS WebAppBuilder, in order to design, program, and implement effective computerized applications. If without a bachelor’s degree, applicant must possess a comparable combination of education and hands-on experience.

Additionally, candidates must have a minimum of 3-5 years’ directly related work experience; specific experience in relational database management in SQL in order to write views and stored procedures, administer permissions and security, and create tables is sought; programming languages needed are Dojo, JavaScript, Python, and VBScript; ability to use computer applications for computer mapping, database applications, Internet, spreadsheets, and word processing; self-motivation, diligence, and time management skills appropriate to remain productive when working as an individual subject matter expert; ability to troubleshoot hardware and software issues; proficient recordkeeping and attention to detail; ability to define problems, collect data, establish facts, and draw valid conclusions; and skills in graphic, oral, and written communications. Work is performed on-site in Blair County, PA, and we cannot sponsor applicants.

Competitive benefits package starts first of the month following hire and includes 90% employer-paid PPO health and prescription plan, vision insurance, defined benefit plan, optional defined contribution plan, group term life insurance, optional dental coverage, and ample time-off provisions. The starting salary range is $41,720 to $46,935.
