The Department of Elections is recruiting a GIS Specialist-Entry level position to work in a team environment and who will be responsible for developing and maintaining all King County Elections’ related Geographic Information Systems databases and products including precincting voters, resolving voters with address issues, redrawing precinct boundaries in accordance with Election procedures and standards, redrawing district boundaries based on approved annexations, mergers, incorporations, or transfers of territory, producing election maps for King County Council Districts, Legislative Districts, Congressional Districts and incorporated areas, and ensuring consistency of and integration of Elections data with the King County Geographic Information Systems Center (KCGIS Center).

The GIS Specialist-Entry position in the Elections Department combines an exciting environment with the opportunity to cultivate talents and apply a variety of skills. WORK SCHEDULE:  The GIS Specialist – Entry is a full time non-exempt position Monday through Friday and in accordance with the provisions of the Fair Labor Standards Act is overtime eligible.  We require the flexibility to work additional hours during peak periods of the Election cycle.

Job DutiesIn this role you will have the opportunity to: Provide staff support to the elections process by acquiring, creating and maintaining geographic and demographic data as it pertains to election administration, including :

Process annexations, mergers, incorporations or transfer of territory and implement them into our Election Management System.
Use ArcGIS software, King County mapping standards and Election business processes to produce and create cartographic and other spatial data displays and QC Election districts, precincts and voter data.
Interpret and plot legal descriptions and troubleshoot and rectify discrepancies with districts in the Election Management System and Geographic Information System (GIS).
Provide information to department staff and the public concerning address, voting precinct and district information and resolve conflicts in dealing with registered voters.
Perform research, database edits, and data maintenance as it relates tabular and spatial data, GIS map tools, addressing standards, and appropriate metadata.
Conduct intermediate level analysis of GIS source data and input into various GIS databases.
Assist in the preparation of the yearly Precinct Alteration Ordinance and other related ordinances.
Provide quality assurance and quality control for GIS work products.
Research and analyze US Census data utilizing GIS.

In addition to the competencies above, qualified candidates will possess the following skills and experience:

A minimum of two (2) years hands on experience using ArcGIS 10.x or higher version software maintaining data using GIS tools.
Knowledge of ArcGIS Online, Enterprise GIS data, existing and emerging GIS software as it relates to a county- wide perspective
Experience using ArcGIS in creating maps and cartographic displays working with internal or external data sources.
Have a proven track record maintaining GIS data using ArcGIS Software in a high volume production work environment.
The ability to read and interpret legal descriptions, perform address research and other research as necessary.
Experience in creating and maintaining technical and user documentation for GIS processes and procedures.
Knowledge of MS Office products including Word, Excel, Access, Outlook, SharePoint and Skype, Windows operation system, and Adobe products.
Knowledge of GIS Concepts, geoprocessing functions and techniques and relational database design
Knowledge of addressing and address standards
